Leo Montalvo was elected the first Mexican American Mayor of the City of McAllen (Hidalgo County) in 1997 serving two terms as Mayor. He previously served 20 years a city commissioner. Montalvo is 1981 graduate of the University of Texas Law and practices law in McAllen, Texas
